Revenue Sources, Advertising, and Marketing Policies
Help: Journal of Community Service (HJCS) is committed to maintaining transparent, ethical, and independent publishing practices. The journal's financial and promotional activities are managed separately from its editorial and peer-review processes. Revenue generation, advertising, sponsorship, and marketing activities shall never influence editorial decisions, peer-review outcomes, manuscript acceptance, or publication priority.
This policy is established to promote transparency, editorial independence, and responsible scholarly publishing in accordance with internationally recognized principles of publication ethics and transparency.
1. Revenue Sources
HJCS operates as a fully open-access journal. Its principal sources of financial support may include:
- Article Processing Charges (APCs);
- institutional or organizational support;
- publisher support;
- scholarly publishing partnerships;
- sponsorships or grants that are consistent with the journal's academic mission; and
- other legitimate sources of financial support that do not compromise editorial independence.
The journal does not rely on subscription fees or pay-per-view charges for readers because all published articles are freely accessible.
2. Article Processing Charges (APC)
HJCS applies the following Article Processing Charge:
- Authors outside Indonesia: FREE
- Authors based in Indonesia: IDR 300,000
The APC is used to support legitimate publication and journal management activities, including editorial administration, manuscript processing, website maintenance, digital publishing, DOI administration, archiving, and dissemination of scholarly content.
The existence or payment of an APC does not guarantee manuscript acceptance. Editorial decisions are based exclusively on scholarly quality, originality, relevance to the journal's scope, methodological rigor, ethical compliance, and the results of the peer-review process.
Author fees and any waiver or fee status shall not influence editorial decision-making. This separation between financial considerations and editorial decisions reflects established transparency principles for scholarly journals.
3. Institutional and Organizational Support
HJCS may receive financial or in-kind support from academic institutions, professional organizations, research institutions, community organizations, government agencies, foundations, or other legitimate organizations.
Such support must not provide sponsors or supporting organizations with authority to:
- influence editorial decisions;
- determine which manuscripts are accepted or rejected;
- interfere with peer-review processes;
- alter research findings or scholarly interpretations;
- require favorable treatment of particular authors or institutions; or
- control the publication of scholarly content.
Any significant sponsorship or institutional support will be disclosed transparently when appropriate.
4. Advertising Policy
HJCS currently does not use advertising as a mechanism that influences or supports editorial decisions.
If the journal accepts advertisements in the future, advertisements must comply with the following principles:
- Advertising must be clearly distinguishable from editorial and scholarly content.
- Advertisements must not be presented in a manner that could mislead readers into believing that they are part of an academic article.
- Advertisers shall have no influence over manuscript selection, peer review, editorial decisions, publication scheduling, or article content.
- Advertisements shall not be used to promote products, services, organizations, or claims that are inconsistent with academic integrity or applicable laws and ethical standards.
- The acceptance or rejection of advertisements shall be handled independently from the editorial decision-making process.
- The journal reserves the right to reject advertisements that are inappropriate, misleading, offensive, deceptive, or incompatible with the journal's academic mission.
These principles follow the recommendation that advertising should remain separate from published scholarly content and must not be connected to editorial decision-making.
5. Separation of Advertising and Editorial Decisions
HJCS maintains a strict separation between financial, advertising, marketing, and editorial functions.
Neither advertisers, sponsors, authors who have paid APCs, nor other financial contributors may influence:
- editorial appointments;
- reviewer selection;
- peer-review outcomes;
- manuscript acceptance or rejection;
- article revisions;
- publication priority;
- editorial commentary; or
- post-publication corrections or retractions.
Editorial decisions are made on academic and ethical grounds rather than commercial considerations.
6. Marketing and Promotional Activities
HJCS may conduct legitimate promotional activities to increase the visibility, discoverability, and scholarly impact of published research.
Marketing activities may include:
- announcements of new issues;
- calls for papers;
- dissemination of published articles;
- academic social media promotion;
- conference and academic event promotion;
- email announcements to relevant scholarly communities;
- website announcements;
- collaboration with academic institutions and professional organizations; and
- other appropriate scholarly communication activities.
All marketing information must be accurate, transparent, and verifiable. The journal shall not make misleading claims regarding indexing, impact, acceptance rates, publication speed, citation performance, rankings, or other indicators of academic reputation.
7. Direct Marketing
HJCS may communicate directly with researchers, academics, practitioners, and scholarly communities regarding legitimate journal activities.
Direct marketing and solicitation shall be:
- relevant to the journal's scope;
- appropriately targeted;
- professional and non-intrusive;
- truthful and transparent;
- respectful of recipients' communication preferences; and
- free from misleading claims or promises.
The journal will not guarantee manuscript acceptance, peer-review outcomes, or publication solely because an author responds to a promotional invitation.
Direct marketing practices are conducted in accordance with scholarly publishing transparency principles, which recommend that journal marketing and manuscript solicitation be appropriate, targeted, unobtrusive, and truthful.
8. No Commercial Influence on Scholarly Content
HJCS does not permit commercial interests to determine the content, interpretation, or publication of scholarly work.
Financial relationships involving the journal, publisher, sponsors, advertisers, or authors shall not override the principles of:
Academic Integrity — Editorial Independence — Peer Review — Transparency — Research Ethics
Any attempt to influence editorial decisions through financial incentives, sponsorship, advertising, or other commercial arrangements will not be accepted.
9. Transparency and Accountability
HJCS is committed to periodically reviewing its financial, advertising, and marketing practices to ensure that they remain consistent with recognized standards of scholarly publishing.
The journal will provide clear information regarding applicable author fees, revenue sources, advertising practices, and relevant promotional activities. Transparency regarding business models and revenue sources is an established principle of best practice in scholarly publishing.
10. Editorial Independence
The ultimate responsibility for editorial decisions rests with the Editor-in-Chief and the editorial team. Financial considerations, sponsorship arrangements, advertising opportunities, marketing activities, or the ability or inability of an author to pay publication charges shall not determine whether a manuscript is accepted for publication.
HJCS therefore maintains the principle:
“Editorial quality comes before financial interest.”
The journal's financial sustainability shall support, rather than compromise, its primary mission of disseminating high-quality knowledge and creating meaningful community impact.
